在監(jiān)控系統(tǒng)的設(shè)計中，要充分考慮客戶的實際需求，以及電力系統(tǒng)的實際結(jié)構(gòu)、電力系統(tǒng)的實際載荷能力等因素，進而合理的選擇監(jiān)控設(shè)備，這既有利于減少系統(tǒng)運作的成本，同時也有利于系統(tǒng)功能的實現(xiàn)。 
本項目的電力監(jiān)控系統(tǒng)，可以實現(xiàn)對站內(nèi)高壓及低壓配電回路的實時監(jiān)控，有利于電能管理。另一方面，電力監(jiān)控系統(tǒng)不僅能夠準確的表示出回路的用電狀況，它還具備網(wǎng)絡(luò)通訊等功能，能夠與計算機、串口服務(wù)器等設(shè)備進行組合，及時的顯示站內(nèi)各個配電回路的運作狀態(tài)，當(dāng)站內(nèi)電力系統(tǒng)的負載越標(biāo)時，電力監(jiān)控系統(tǒng)能夠迅速報警，發(fā)出語音提示。另外，電力監(jiān)控系統(tǒng)還能夠生成報表、曲線圖等統(tǒng)計信息，便于有關(guān)人員分析站內(nèi)各部分的用電狀況，使站內(nèi)的用電活動更加安全，從而保證站內(nèi)人員的生命安全，提高車站工作人員的工作效率。
2.1 系統(tǒng)結(jié)構(gòu)
依據(jù)濰坊濱海經(jīng)濟開發(fā)區(qū)綜合商務(wù)中心的配電情況分布情況，在線監(jiān)測系統(tǒng)建設(shè)采用分層分布式結(jié)構(gòu)，系統(tǒng)包括：站控管理層、網(wǎng)絡(luò)通訊層、現(xiàn)場設(shè)備層。系統(tǒng)網(wǎng)絡(luò)結(jié)構(gòu)如圖所示：
站控管理層管理人員與計算機進行人機交互的直接窗口，對采集的現(xiàn)場各類數(shù)據(jù)信息計算、分析與處理，并以圖形、數(shù)顯、聲音等方式反映現(xiàn)場的運行狀況，是系統(tǒng)的最上層部分。主要由系統(tǒng)軟件和必要的硬件設(shè)備，如工業(yè)級計算機、打印機、UPS電源等組成。
通訊層使用的設(shè)備為串口服務(wù)器。該層是數(shù)據(jù)信息交換的橋梁，負責(zé)對現(xiàn)場設(shè)備回送的數(shù)據(jù)信息進行采集、分類和傳送等工作的同時，轉(zhuǎn)達上位機對現(xiàn)場設(shè)備的各種控制命令。
現(xiàn)場設(shè)備層主要是連接于網(wǎng)絡(luò)中用于電參量采集測量的各類型的儀表等，也是構(gòu)建該配電系統(tǒng)必要的基本組成元素，F(xiàn)場配置的電能表，實現(xiàn)低壓回路三相電流、三相電壓、頻率、功率等電參量監(jiān)測；并對每個回路斷路器分合閘狀態(tài)進行監(jiān)測。
