The European Commission made a final ruling on the countervailing investigation against the hot rolled sheet imported from China on June 9, ruling a 4.6%-38.6% degree of subsidy for Chinese enterprises. Director-General of MOFCOM Trade Remedy and Investigation Bureau Wang Hejun made comments on it. Wang Hejun said the European Commission still looks at things through colored spectacles, it ignores China’s great progress on deepening financial reform and advancing rate liberalization, neglects the fact that all kinds of financial institutions are independent market entities, and continues to hold state-owned commercial banks as “public organizations”. It regards all Chinese enterprises’ loan as preferential loans, disregards basic financial facts, puts partial bank loans as grant, makes a high subsidized gap through people’s intention and severely impairs the rights of the Chinese respondent enterprises. Besides, the European Commission ignored the fact of the obvious decline of the Chinese steel and iron exports to EU, put China’s overcapacity of steel and iron as the excuse, and decided from surmise and slim possibility that China’s hot rolled sheet will damage and threat the relevant industry in the EU. The Chinese side strongly doubted the ruling and will take any necessary means to uphold the legitimate rights of the Chinese enterprises. Wang Hejun stressed that since the international financial crisis broke out, the downward pressure of world economy has dwindled the demands, which is the basic cause of the dim global steel industry and overcapacity. China has no subsidies for exports of steel and iron; moreover, we also took a series of measures to control exports and China’s efforts to reduce excessive capacity have surpassed those of any other countries in the world. It’s unjust for the EU to attribute its own industrial difficulty to China. The best way to solve the steel problem requires all countries to make joint action to make the world economy go back to a track of steady development. Groundless accusation and resorting to trade remedy measures do no help to solve the problems. The Chinese side would like to strengthen communication and exchanges with the European side and properly deal with the present problems in the face of the steel industry. |
